Any way you gauge it, wind has been a musical trope since, well, the beginning of music. Early humans aped the sound of the the winds that whistled through the trees as surely as they mimicked the song of birds.

More recently songwriters have invoked the wind for its mystery, its power, its metaphorical implications.
